PALMVIEW, Texas - Palmview Mayor Ricardo Villarreal says he is proud to announce his city received a "clean opinion" in its latest financial audit. He said it reflects the city's commitment to transparency and effective financial management, and provides reassurance to potential investors.
The audit reveals a healthy financial position with a General Fund balance of approximately $3.66 million, ensuring the city can sustain services and address future needs for at least four and a half months.
Conducted by Certified Public Accountant Adrian Webb, the audit for the fiscal year ending September 30, 2025, reveals a healthy financial position with a General Fund balance of approximately $3.66 million. Villarreal said this ensures the city can sustain services and address future needs for at least four and a half months.
"Receiving this top rating is a significant achievement for Palmview and an affirmation of the city's ongoing commitment to financial responsibility and transparency,” Villarreal told the Rio Grande Guardian.
“Coupled with our recent A+ bond rating, it highlights our dedication to managing taxpayers' money wisely and maintaining fiscal stability.”
Villarreal said the accomplishment highlights Palmview’s steadfast commitment to transparency and accountability in managing public funds. He said the financial report is meticulously crafted to provide stakeholders—including citizens, taxpayers, customers, investors, and creditors—with a detailed insight into the city's financial health. He said it also demonstrates the city’s use of generally accepted accounting principles, guaranteeing that all government operations and its component units are reported transparently and are financially accountable.
Asked how a good audit helps attract new business, Villarreal said:
“These attributes are crucial for businesses seeking new locations, as they often prioritize financially sound and stable environments. As a result, Palmview is well-positioned to attract a diverse range of businesses, paving the way for economic growth and development in the near future.”
Villarreal added: “We are excited about the opportunities this will bring to our community and look forward to welcoming new business partners who share our vision for a thriving, prosperous city."
The audit was approved by the City Council during a special meeting earlier this month.
